The default settings off these two Browsers does not have the ability to complete PDF forms

and so you can either download the Print only Forms, or change the settings as below to allow PDF Form fills.

GOOGLE CHROME

Type chrome://plugins in the address bar
Then press your Enter key

Where it lists Chrome PDF Viewer
Below that click the Disable text
Close down and reload Google Chrome
